1. Open the image you want in PSP. Add a new raster layer and fill it with #0061A5. Set it to Exclusion at 65%
2. Add a new raster layer and fill it with #7BDBF7. Set it to Burn at 52%
3. Duplicate the image you started with, drag it all the way to the top of the layers palette and set it to Softlight at 100%
4. Add a new raster layer and fill it with #F7AAC6. Set it to Saturation at 34%
5. Duplicate the second image (which is set to Softlight) and drag it all the way to the top of the layers palette.
And you're done!
